The National Weather Service in San Diego has issued a Urban and Small Stream Flood Advisory. The areas include Riverside County in Southern California and Western San Diego County in Southwestern California until 4:15pm PST.At 1:16 PM PST, the National Weather Service doppler radar indicated a line of rain and isolated thunderstorms moving East into Western San Diego county. Rainfall rates of 0.20 to 0.40 per hour are expected.This will likely cause urban and small stream flooding in the advisory area. Avoid the low lying areas and expect ponding of water on roadways. The total rainfall of 0.50 to 1 inch is expected through 5 pm.Some locations that will likely experience flooding include: Chula Vista, Oceanside, Carlsbad, Temecula, El Cajon, Vista, Encinitas, National City, La Mesa and Poway.Further more, Father Joe’s Villages and Connections Housing Downtown will accommodate nearly 150 additional homeless residents Thursday evening due to the storm, according to the San Diego Housing Commission.The commission activates its Inclement Weather Shelter Program when temperatures drop below 50 degrees, the chance of rain is higher than 40 percent or sustained high winds are predicted. The program is funded through a partnership between the commission, the city of San Diego, Father Joe’s and Connections Housing.Father Joe’s can shelter an additional 113 residents throughout the night while Connections Housing can add up to 30 residents. Check-in at Father Joe’s begins at 4 p.m. and residents are expected to check out by 5 the next morning. Check-in at Connections Housing runs from 5:30 p.m. to 7 p.m. and residents are expected to check out by 7 the following morning.Those at both shelters will have meals provided to them.As always we want you to remember:Turn around, don’t drown when encountering flooded roads.
